Oppose H.R. 4: Trump's Budget Rescissions Package
The Trump administration’s rescission package, H.R. 4, has passed in the House and now awaits a vote in the Senate where it will only need 50 votes to pass.
Rescissions are a special budgetary procedure, initiated by a request from the White House’s Office of Management and Budget, that essentially cancels funds previously approved by Congress. This rescissions package requested by the Trump administration aims to codify DOGE cuts to public broadcasting, global health programs, and foreign aid funds totaling $9.4 billion. These cuts include:
$1.1 billion in funding for the Corporation for Public Broadcasting which disburses funds to NPR and PBS, two media organizations commonly targeted by Trump for being “radical, woke propaganda”.
$1.25 billion in funding to the Clean Technology Fund, which supports the development of low-carbon technologies in middle-income and developing countries.
$900 million in funding to global health programs like the President’s Emergency Plan for AIDS Relief (PEPFAR), which has been credited for saving millions of lives around the world.
$200 million in contributions to international organizations like USAID.
Billions more in U.S. foreign aid for international disasters, migration and refugee assistance, democracy, international peacekeeping, and economic development programs.
These critical, life-saving programs for millions around the globe must be preserved. Demand your representatives refuse the Trump administration’s request to claw back these congressionally approved funds to codify ill-conceived DOGE cuts.
H.R. 4 must pass both chambers by July 18th; if it fails, Trump cannot request these same rescissions again.
Protect Federal Forests: Oppose the Fix Our Forests Act
The Fix Our Forests Act, H.R.471, which passed in the House in January 2025, is presented as legislation to address wildfire. However, it does little to invest in proven community protection measures like defensible space, emergency planning, and home hardening. It instead focuses on opening federal lands to logging interests. It also bypasses critical environmental laws, including the Endangered Species Act, that protect our ecosystems and restricts scientific input and public engagement. The bill could have devastating consequences for the environment and endangered species.
This bill would open up millions of acres of federal land to logging without scientific reviewer community input, paving the way for removal of large old-growth trees that store a disproportionately high amount of carbon, a mitigating factor against fire-fueling climate change. The bill could lead to increased road density, which would fragment forest habitat, harm water quality in rivers and streams, and further increase fire risks. Rather than “fixing” forests, this bill increases threats to essential ecosystems. Demand your Senators reject this misguided legislation.

Demand the Immediate Release of Billions in K-12 Funding
The Trump administration’s Education Department is blocking the distribution of nearly $7 billion in congressionally-approved k-12 program funding. Under a normally functioning government, the Education Department grants state educational agencies access to federal funding by July 1, allowing states to fund critical summer programs and plan for the coming school year. This year, however, the Department has withheld funds without justification, leaving programs facing critical funding shortfalls and creating chaos for schools and families. Meanwhile, Office of Management and Budget director Russell Vought is threatening to use a maneuver called pocket rescission to claw back these congressionally-approved funds permanently.
Services affected by the funding impoundment include:
After-school and summer programming, particularly for children in underserved and low-performing schools
A program to help children of migrant farmworkers succeed academically and graduate from high school
A professional development program for educators
Language acquisition programming for non-English speaking children
A program to improve school conditions and access to classroom technology
The withheld grant dollars constitute 10% or more of all states’ and territories’ total federal K-12 funding. America’s children, families, and educators deserve better. Urge Congress and state attorneys general to demand the immediate release of these impounded and essential funds.
